Via Tender: Bad results from top-rated query

Assigned to Tender discussion #450. As reported in Tender:
Now Playing and Popular appear to be working fine, but Top Rated only gives one good page of results. The second page consists of mostly the same movies, but in a slightly different order. All subsequent pages are duplicates of that second one.
