Via Tender: Etag support for the API

Assigned to Tender discussion #831. As reported in Tender:
It would be nice to have HTTP Etag support (http://en.wikipedia.org/wiki/HTTP_ETag).
It would be easier for us to implement cache storage and reduce traffic usage, as only HEAD request would be needed in most cases.
