Be able to include all movies on genre lists

Assigned to API Support #928. As reported in Tender:
I want to get the upcoming movies and filter it by genre type. What I did, I fetched all the upcoming movies and movie list by genre and compared its movie_id. What I discovered was the upcoming movies were not on the movie list by genre. Is there other way to filter the upcoming movies by genre?

This about more than this and also about supporting some kind of
show_allparameter to grab the movies by genre which have less than 10 votes. -
