[Bug] Moderators Can't Delete Collections Lacking English Translations

Until a collection has a translation available in English the collection is not removable by a moderator.
1) View a collection that does not have an English
translation.
2) View the collection in the original language instead of clicking
the "Translate This" button.
3) Click the "delete this collection" link in the bottom left.
The collection is not removed. No error is give. I neglected to check the firebug output.
