Via Tender: Add the ability to mark a release date as the 'official date'

Assigned to Tender discussion #285. As reported in Tender:
A couple of massively popular Chinese movies have release dates well ahead of US release dates, but TMDB favors the US release dates when displayed in title. This means my movies don't match when I use MediaBrowser.
Examples:
Infernal Affairs - original release year 2002, US release year 2004
Ip Man - original release year 2008, US release year 2010
